The Kampala Capital City Authority (KCCA) Manager building services, Dr. James Ssemuwemba is in spot light for okaying resumption of construction works of a commercial building that recently killed eight people and left others injured.
The disputed commercial building is located on plot 285, Block 254 Kansanga in Makindye division and belongs to tycoon Umar Katongole.
The said building collapsed on January, 8, 2020 and killed eight people instantly and others injured but surprisingly construction has resumed yet an investigation into its collapse has not been concluded.
Ssemuwemba, who joined KCCA as a public health engineer is accused of allowing contractors of SMK House Ltd to go on with construction works despite the building being under investigations by police.
It's alleged that the construction of the said building was approved under unclear circumstances and that the contractors didn't follow the regulation which requires that a job card is issued and then the client gets in touch with the supervising consultancy.
It should be recalled that on January,8, 2020, the KCAA Director Physical planning recommended that all development permissions at said site be suspended until KCCA and Police investigations into the matter are concluded and that the developer should be instructed to avail to the Authority a comprehensive site safety management plan
before commencement of any construction works.
Meanwhile, Ssemuwemba recommendation to Engineering Registration Board as a member is being challenged by fellow engineers on grounds that he lacks adequate experience to sit on the Board of engineers.
